Create an exchange program for Migration Studies in Morelia, MexicoApproved
This program is theme-based, as opposed to place-based. It acknowledges the importance of North-South migration to our region (approximately two-thirds of all migrant workers come from the State of Michoacan) and creates a structure for academics interested in this phenomenon to present various aspects of migration studies to students.  Professors are required to include field work or community service components to their courses.  Although students also take Spanish instruction, the aim of the program is to focus students on the socio-economic forces in Mexico that profoundly affect our region.  Students can study fall, winter, or spring in Morelia, and there is also a 3-week summer option.

Proposal to Change the Name and Requirements for Bachelor of Science Degree in Environmental Economics, Policy and ManagementApproved
Because of the low graduation numbers, the Provost’s Office identified the degree as a candidate for termination after 2009.  The department made a case that the degree be allowed to continue because it fit within the strategic plan of the university, particularly with the new divisional arrangement.  The Provost’s Office agreed but directed that the degree be reorganized and a recruitment plan be put in place to build graduation numbers to at least 20 graduates per year.

Bachelor of Science in Athletic TrainingApproved
The purpose of this proposal is to convert an existing Bachelor of Science degree program from being an option within a major into being a major of its own. At present, Athletic Training is an option within the Exercise and Sports Science major. The Commission on the Accreditation of Athletic Training Education (CAATE) has recently mandated that all accredited athletic training education programs be an academic major titled Athletic Training, and that students completing the major earn a formal degree in Athletic Training.

Renaming BS Health Management and Policy to BS Public HealthApproved
The change in our undergraduate degree will serve three purposes. First, the B.S. degree (in name) will be in line with other undergraduate degrees nationwide. Second, we believe it is necessary for us to be consistent with the names of our degrees within the department of public health. The Department of Public Health currently offers two BS degrees (Health Management and Policy; Health Promotion and Behavior), a Masters in Public Health, and a PhD in Public Health. Third, public health is a rapidly growing field and many students, parents, faculty, and individuals from other institutions inquire about our undergraduate degree program. In order to increase the visibility of the program, and make it easier for students and others to identify public health within the vast array of majors at Oregon State, this name change is necessary.

Proposal to Terminate the Ph.D. in Comparative Veterinary MedicineApproved
The goal of this proposal is the termination of the Ph.D. in Comparative Veterinary Medicine. This action will have no impact on students. At present there are no students enrolled in this program. In addition, faculty members who have taught in this program are currently active members of a number of PhD programs on campus and subsequently are teaching and supervising PhD students from these programs The last active Comparative Veterinary Medicine student completed the degree in 2002. Since 1993 there have only been 20 students registered for courses related to the program, with only 8 finishing the degree.

Undergraduate Certificate in Medical HumanitiesApproved
The undergraduate Certificate in Medical Humanities will offer OSU students an integrated and cross-disciplinary program to study health, medicine and the healing professions. The certificate will rely on key courses in medical anthropology, literature and medicine, medical history, and biomedical ethics for its core content foundations, while drawing on courses from an additional nine different disciplines – biology, ethnic studies, exercise science, philosophy, political science, psychology, public health, religious studies, sociology, and women studies as complementary elective courses. Faculty members from the College of Liberal Arts and other relevant colleges teaching and research areas include humanistic themes in health care and medical practice.  Drawing on this breadth of expertise, the curricular program aims to enhance students’ learning experience by providing humanistic perspectives on health, medicine, and professional experience.

Name Change for the Department of 4-H Youth Development EducationApproved
The Department of 4-H Youth Development Education is one of three academic departments in the OSU College of Education.  When the Department of 4-H Youth Development Education joined the College of Education in 2003, the Department was designed to  serve as the academic home for faculty and staff involved in delivery of the OSU Extension Service 4-H Youth Development program.  Today, activities of faculty and staff extend far beyond 4-H program delivery into undergraduate teaching, research, and evaluation.  This work is grounded by knowledge, theory, and best practices from the field of youth development, not a particular youth organization. Consequently, the Department of 4-H Youth Development Education is submitting a proposal to change its name to the Department of Youth Development Education.

Proposal for Suspending the Graduate Degrees in Agricultural and Resource EconomicsApproved
The AREC degrees will be suspended and not eliminated because the Department currently has students enrolled in those degrees (including those that enrolled in Fall 2008). The Department has seen tremendous growth in the MPH program due to the international recognition of the degree, national ranking by US News & World Report, and because it is nationally accredited by the Council on Education for Public Health.  Due to the success of the MPH program and the fact that an MPH degree is the degree of choice for students pursuing masters degrees in Public Health, we are requesting that the MS degrees be suspended in order to consolidate our masters students into a single degree—the MPH degree.

Renaming the BS,MS, and PhD Degrees in Nutrition & Food ManagementApproved
The undergraduate and graduate degrees in the former Department of Nutrition & Food Management had the same name as the Department. In 2005, the Nutrition&Food Management Department merged with the Exercise & Sport Science Department to form the Department of Nutrition and Exercise Sciences. As a result, rention of "Food Management in the name of the degrees is no longer grounded in the name of the Department, nor is it reflective of the academic and research foci int he program. With the proposal, the name of the undergraduate and graduate degrees in Nutrition will have a clear associated with the new department in which they are offered.

Termination of the B.S. in Medical TechnologyApproved
The OSU Bachelor of Science in Medical Technology has existed on the books for years as a way to award a second bachelor's degree to students who complete the OHS/OIT program by transferring credits from the one year of professional training back to OSU. In fact, very few students have chosen to transfer credits back from OHSU/OIT to OSU. This degree has been awarded to only 3 students in 20 years.

The proposed administrative structure will utilize the new position of Associate Dean for Faculty to replace the two Department chairs. The proposed change will have no impact on the academic programs.

We propose to offer a Bachelor of Science in Ecological Engineering (EcoE) degree program). Ecological Engineering incorporates ecological principles into the design and improvement of both natural and human dominated system with the ecological sciences as the fundamental paradigm. This approach emphasizes diversity, resilience and adaptation to maintain sustainability. Ecological Engineering deals with both fundamental processes and engineering applications on scales that range from microscopic to watersheds and beyond. This new degree will be the first of its kind at the undergraduate level making Oregon the leader in this new and exciting multi-disciplinary field.
